United Nations - Three panels were named late yesterday to make recommendations to the UN Security Council on its dealings with Iraq, including how to resume stalled weapons inspections.

The 20-member panel on the controversial disarmament issue includes five current experts from the UN Special Commission (UNSCOM) involved in scrapping Iraq's weapons of mass destruction that Baghdad has vowed not to allow back in the country.
