Oslo - A ferry that sank off Norway was not certified to sail in high seas and should not have left port, officials said yesterday, raising questions on the captain's actions in an accident that killed up to 19 people.
The vessel was not approved for sailing in seas higher than one metre but waves were more than double that height when the ferry set out Friday from port, the daily Aftenposten said quoting maritime officials.
