India and Pakistan have agreed on a moratorium on nuclear test explosions at their first talks aimed at reducing the risk of nuclear war.

During two days of talks, both sides - who came close to war two years ago - also agreed to establish a telephone hotline between the bureaucrats heading each foreign ministry.

The test ban agreement, however, allows an exception to be made if either country believes "extraordinary events" threaten its interests.
