JERUSALEM - The EU's Middle East peace envoy appointed in October began his mission yesterday by meeting the Palestinian President, Mr Yasser Arafat. Mr Miguel Angel Moratinos said he had not tried to arrange a meeting between Mr Arafat and the Israeli Prime Minister, Mr Benjamin Netanyahu.
