Earlier, the Building and Allied Trade Union (B&ATU)called on the Government to implement penalty points system for builders who breach health and safety regulations.

Spokesman for B&ATU, Mr Denis Farrell told ireland.comthat: "While there have been a lot of good developments, there are others which are totally unregulated and ungoverned".

In some developments there was no clear chain of command and quite often workers were not aware of who was in charge of health and safety, he added.

There have been a total of 20 fatalities on Irish construction sites this year. The Health and Safety Authority said it temporarily closed down 37 sites following inspections and more than 500 were issued with orders banning specific activities on the sites.
