London - Proposals to charge digital viewers £24 a year more for their television licences were greeted with dismay by the BBC, commercial television companies and consumer groups last night.

The temporary £1.99-a-month supplement put forward by the Gavyn Davies panel was branded a "digital poll tax" by commercial television companies, who claim it will dissuade new digital customers.
