A disabled rights organisation has criticised as "arbitrary" Dublin Corporation's refusal to install a lift at the entrance to the Arts Council building in Merrion Square.
The Forum for People with Disabilities said the refusal was discriminatory, claiming it restricted access for the disabled who can only gain entry by a back door.
