Speaking this morning Mr Smith said the HSE is currently working on a standardised creche inspection report and it will be published on the HSE's website by 2008.

Mr Smith told RTÉ's Morning Ireland that his department is developing a national childcare training strategy with a target to deliver 17,000 additional childcare training places.

The Minister said: "If we were to 'professionalise' the service overnight we wouldn't have the trained people in place to man all the positions available".

"We're doing it incrementally we're doing it on a very solid basis and I think that's the best approach".

The Minister also said that "very substantial funding" would be available to assist in the staffing costs as well.

The Minister made his comments following reports about serious complaints made to the HSE by parents of children attending creches.

Poor security, lack of supervision and bullying were among the most common complaints made to the HSE between October 1st, 2005 and September 30th, 2006.
