Washington - US President Bill Clinton has offered to cancel 100 per cent of the US debt owed by the world's poorest countries, provided the money is used to relieve poverty.

"Any country committed to reforming its economy, to educating and vaccinating its children, should be able to make those commitments and keep them," Mr Clinton told world financial leaders at the annual meeting of the International Monetary Fund and World Bank yesterday.
