When Tanaiste Mary Harney addressed the 700 members of the Master Builders' Association last week, she told the story of how at a recent meeting there was much discussion of the Celtic Tiger. John Donnelly, the outgoing president of the Irish Farmers Association, complained that unfortunately there was no sign at all of this tiger in rural Ireland. Ronald Long from the Department of Enterprise, Employment and Trade, came up with a quick response - "and there won't be until we get headage payments for tigers".
