At least 45 England fans have been refused entry to Turkey after defying British government and English FA appeals not to try to attend today's Euro 2004 qualifier in Istanbul.

David Swift, head of the English policing team in Istanbul, told reporters that 43 had been found seats on flights back to Britain and the two remaining would soon follow.

Swift said no incidents had so far been reported involving English people in Istanbul and predicted no more than 200 England fans would try to watch the Group Seven decider.

The FA has turned down its ticket allocation and urged fans to stay away, amid fears for crowd safety and UEFA sanctions. A list of some 1,000 known English hooligans has been circulated to Turkish airports, where local officers are working alongside British police spotters.

The 45 were not difficult to identify, said Swift, who oversaw England's qualifier in Macedonia last month, which fans were also urged to avoid.

"If you're a member of the England Supporters Club, and the majority were, that's a fair indication they're here for football," he said. "If you then look at the passport and it says they've been to Macedonia...on a date when England were playing, it's not rocket science."

All eventually admitted being in Istanbul for the game, Swift said, though he added: "One said he was here to visit the Gallipoli war graves...but had no onward flights."

UEFA have warned England could be kicked out of Euro 2004 if there was fresh trouble after a 2-0 win over Turkey last April in Sunderland was marred by 95 arrests outside the ground, pitch invasions and racist chants.

England need a draw to qualify for next year's tournament in Portugal and send Turkey to the playoffs.
