Singapore - The US Secretary of State, Ms Madeleine Albright, and her Russian counterpart, Mr Igor Ivanov, agreed yesterday to create a hotline between their two offices and made progress toward restoring ties between Washington and Moscow marred by the Kosovo crisis.
A wide range of issues - from the Balkans to arms control and international financial assistance - were covered in the talks. Although there were no immediate breakthroughs, an official said it appeared as though some could soon be expected.
