AN BORD PLEANÁLA has told Seán Mulryan's Helsingor that it can go ahead with a development of around 400 new homes in Baldoyle, Co Dublin on the former racecourse lands.

This will have come as a bombshell to the group of Baldoyle residents who sent a bus timetable to An Bord Pleanála saying a better transport system should be put in place in the area before a third phase of the Stapolin Village development is granted. Abbey Park and District Residents Association said the lack of buses on the 32B bus service has pushed commuters to travel by car.

The development Mulryan originally wanted to build has been sizeably reduced following discussions with Fingal County Council and planning conditions imposed by An Bord Pleanála. Elements of the scheme that have been rejected include 10,000sq m (107,639sq ft) of offices, a leisure centre and department store while the number of apartments has been reduced from 482.

The development will include a medical centre, supermarket, shops, restaurants and a pub. Around 4,000 homes are planned for the former Baldoyle racecourse and an adjoining 100-acre site in Portmarnock. But it remains to be seen if Mulryan will go ahead with the development given the state of the new homes market. He sold a 50 per cent stake in the Baldoyle and Portmarnock lands to Séamus Ross of Menolly Homes for €95 million in 2004.

Mulryan, whose main development company is Ballymore Properties, acquired the racecourse in 1999 for about £30 million from developer John Byrne.
