Avoiding `paws of speculators'

Russian police are "keeping an eye on speculators", the acting interior minister, Mr Sergei Stepashin, said. "All necessary measures to stabilise the situation in Russian cities were being taken. The main thing is that the majority of the population must not fall into the paws of speculators."
