Madam, - So the Minister has decided to penalise drivers without insurance with five points on their licence? What licence? Does he really think that many of the 80,000 drivers actually have one? Does he really believe that the Gardai will now find these drivers just because the penalty points system applies to them - when they have not found them heretofore?
I believe the only solution to the problem of uninsured drivers is as follows: Charge the driver.Impound the car immediately.Have it towed away. Allow the driver to recover it only on presentation of licence and insurance.Charge heavily for recovery.
The proposal is the usual political waffle but sure isn't he seen to be trying to do something? Yours, etc.,
