There is a framework already in place. Health and safety laws require employers, where necessary, to get help from competent persons, by employing them or otherwise, to ensure the safety and health of workers.

The Health and Safety Authority has promoted the establishment of the Occupational Safety and Health Institute of Ireland, in association with third-level institutions, both sides of industry and the various professional bodies. Its functions include addressing issues of professional competency in occupational safety and health. The post of development director of the institute was advertised in your edition of January 12th.

The courts are the final arbiters as to whether someone is competent or not. However, members of several professional organisations possess the types of skills necessary to advise or train in safety and health. There are also third-level courses available, the graduates of which qualify for membership of the Institution of Occupational Safety and Health. In addition, the work of bodies such as the National Council for Vocational Awards and FAS recognises competencies in practical areas.
