A chara, - P. Young's experience with modern Dublin landlordism (January 3rd) is not unique. Most of the country's 150,000 tenants are also open to arbitrary rent increases and to eviction at the landlord's whim.

That is why the Labour Party has proposed legislation to give tenants security of tenure and rent certainty and to establish a housing court which could resolve disputes between landlords and tenants.

Last July, the Commission on the Private Rented Sector recommended some limited reforms. But to date, despite calls from the Labour Party and bodies such as Threshold, the Government has failed to publish a new Landlord and Tenant Bill.
