Sir, - Regarding queuing at the toll bridges, may I propose the following, modelled on the system used on the Sydney Harbour Bridge and doubtless elsewhere.
Free passage going south, double the charge going north. Allocate all toll gates to north -bound traffic This makes almost no extra demand on toll gate space, could be introduced immediately at almost no cost, and will reduce toll-induced delay in both directions.
Clearly delays in one direction becomes zero. In the other direction, delays will be dramatically reduced, for systems operating at almost full capacity are very sensitive to even minor improvements in service. Additionally, which ever direction is chosen for free passage, there will be fertile ground for new northside-southside jokes. - Yours, etc.,
