Sir, – When challenged by the Ombudsman for persisting in breaking the law by refusing to pay the mobility allowance to those over 66 years, the Department of Health justified its position by stating that acting on the Ombudsman’s recommendations would create liabilities the State could not afford (Breaking News, October 25th).
