Sir, - The section of the road through the Glen Of The Downs which Wicklow County Council has planned to expand is part of the TransEurope Network System, TENS, which has been designed to ease the flow of goods from one end of the EU to the other. It has been estimated that, when in full use, this road system will permit an increase into the atmosphere of 250,000 tons of carbon per year from vehicle exhausts at a time when the EU is committed to cutting such emissions. Is this a case of the bureaucratic left hand not knowing what the bureaucratic right hand is doing? - Yours, etc.,
