Sir, - John O'Shea of Goal (November 11th) calls for an independent review of Irish development aid spending and questions if we are getting value for money. I agree. The more independent analysis of our aid spending, the better. A first step might be for the Department of Foreign Affairs to make its evaluation reports available to interested researchers.
But I would go further. There is also a need for independent analysis of NGO spending. We know there is a gap between the rhetoric of the NGOs and the reality on the ground. Will Mr O'Shea facilitate such independent analysis of his agency's activities? - Yours, etc., Martin Lacey,
