Unarmed black man tasered by police in the back while sitting on a curb

An investigation is underway surrounding an officer in Lancaster, Pennyslvania using a Taser on a suspect in a video that went viral on social media. Police said that Sean Williams refused to comply with instructions and was causing a disturbance.
