Washington - The Clinton administration told the US Supreme Court yesterday not to halt the scheduled execution in Virginia of a Paraguayan national who says his rights under an international treaty were violated.

But at the same time, administration lawyers said the Secretary of State, Ms Madeleine Albright, was asking the Virginia governor to stop the execution because of a request from the World Court for the death sentence not to be carried out.
