THE issues surrounding the establishment of a register of convicted paedophiles, including the constitutional implications, are being examined by the Department of Justice. The Minister, Mrs Owen, in a written reply to Ms Frances Fitzgerald (FG, Dublin South East) said the right of access to such a register was one of the issues being examined. At present, indexed records of all convicted criminals, including sexual offenders, were kept as confidential Garda records and the information in them was only disclosed in limited circumstances.
