MOSCOW - Parliament, overriding a presidential veto, has voted to declare that Russia owns the art treasures it seized from Nazi Germany at the close of the second World War.

But the Deputy Culture Minister, Mr Mikhail Shvydkoi, said that President Yeltsin would appeal to the Constitutional Court to have the vote quashed.
