BERLIN - The Jewish leader, Mr Ignatz Bubis, accused German officials yesterday of foot dragging on plans for the country's first national Holocaust memorial. He expressed his concern about the project's future after officials agreed to lay the cornerstone for a monument in central Berlin in 1999. Work was supposed to start this year.
