The Fine Gael leader, Mr Michael Noonan, has called for greater consultation between the National Roads Authority and the owners of property required for road schemes.
He said the manner in which the NRA did its business must be "reformed" and property owners must get more compensation.
Mr Noonan announced plans for a meeting tomorrow in Carlow which will discuss the impasse which has led to property owners refusing to allow engineers or road-making machinery onto their lands because of dissatisfaction over the price offered under compulsory purchase legislation.
