The main recommendations of the plan
• Demolish and rebuild the entire Moyross estate (1,160 houses), houses in O'Malley Park (760 houses) and Keyes Park in Southill will also be demolished. The regeneration will also see up to 200 homes in the Ballinacurra-Weston area of the city replaced.
• A new town centre for Moyross, new neighbourhood centres for Southill and Ballinacurra Weston and new Garda stations in Moyross and Southill.
• Anti-social activity by a household will jeopardise its opportunity of getting a new home under the regeneration proposals. A certificate of eligibility will be required from the Garda and local authority prior to any offer being made.
• A Cab (Criminal Assets Bureau) approach by all State agencies must be taken against the perpetrators of crime, intimidation, harassment and anti-social behaviour by ensuring enforcement of tenancy agreements, working with the Revenue Commissioners.
• Every school servicing the regeneration areas should have its own home/school community liaison co-ordinator. Also, homework clubs and after school activities should be available for children, especially young teenagers, after school hours.
• Introduce a tracking and monitoring system to focus on the progress of under-18s at risk in the regeneration areas. This is to prevent young people falling through the net and needs to include transient children/families.
• A significantly enhanced and integrated programme of family support is required, especially for parents who are unable to cope.
• A regeneration forum, consisting of representatives from Fás, the local employment service and Government departments to help deliver training and employment programmes to tackle the high rates of unemployment.
• The delivery of State services must be brought closer to this community, there must be greater accountability, greater communication and clear lines of responsibility between senior management and the front line. The community should at least have occasional access to senior management, where necessary.
