Fine Gael leader Enda Kenny will vow to throw the current Government out of power tonight in his bid to become the next Taoiseach.

As the countdown to next year's General Election continues, Mr Kenny will rally delegates at the 73rd Fine Gael ardfheis in Dublin.

TDs, MEPs, Senators, councillors and party supporters will all participate in debates on core policy areas like crime, heath and transport.

But Mr Kenny is expected to use tonight's presidential address to prime supporters for the toughest general election contest in the history of the State.

Up to 75 per cent of the party's candidates have already been selected and some will address the two-day gathering in the Citywest Hotel.

Mr Kenny has insisted that voters were weary of the arrogance and broken promises of the current Coalition and wanted a change in administration. The party's election slogan will be: 'If you want to change this Government, you must vote Fine Gael'.

Fine Gael claims it has become more professional and improved its structures since it lost 23 Dail seats in the 2002 election.

Mr Kenny will also use his televised address to recall the party's success in the local and European elections in 2004 as well as the Meath by-election where Shane McEntee triumphed.

Fine Gael aims to spend €3 million on its election campaign in coming months to prove it can be a better, alternative administration.

The ardfehis, the first in two years, is focusing on problems in crime and health and the Coalition's perceived waste of tax-payers' money under the theme 'Change For The Better'.

Mr Kenny said in his opening speech last night that the work with potential coalition partners, Labour, will accelerate in the months ahead. "The relationship between the two parties has never been stronger. We are united in a common objective — to change this Government," he remarked.

One motion to be debated at the ardfheis condemns the Government for paying the bail bond for the Colombia Three last year. Another from Blackrock, Co Louth deplores the continued involvement of the IRA in organised crime. Mr Kenny will deliver his televised presidential address to delegates at 8.30pm.
