Man charged with murder of NI youths

A man was charged last night with the murder of two teenagers in Northern Ireland five years ago. The 25-year-old was arrested in Co Tyrone on Monday in connection with the stabbing of Andrew Robb (19) and David McIlwaine (18). He will appear before Armagh magistrates today.

The teenagers were killed in February 2000 after leaving a nightclub in Tandragee, Co Armagh, and their bodies dumped at the side of a country road. Although several arrests have been made, no one has been convicted of the murders.

Garda's action to halt investigation

A garda has brought a legal challenge to stop a disciplinary inquiry into alleged misconduct arising from claims that he had physically assaulted two boys six years ago.

Garda Brendan Ruigrok, Skerries, Co Dublin, is also seeking a declaration that the Garda Commissioner's failure to investigate the matter speedily has breached his entitlement to fair procedures.

Feichin McDonagh SC, for Garda Ruigrok, said the 3½ year delay in investigating the alleged breach of discipline on November 29th, 1999, breached his client's right to constitutional justice and fair procedures.

In an affidavit, the garda said a man complained against him on November 28th, 2000, about an alleged incident on November 29th, 1999. The garda said he and the complainant had sons who attended swimming classes at Gormanston College in November 1999. The complainant alleged he had physically assaulted two of the complainant's sons on November 29th, 1999. Garda Ruigrok denied any allegation of wrongdoing.

Garda Ruigrok said it was his own son who was the victim of bullying. Counsel for the Garda Commissioner Shane Murphy SC denied a delay on his client's part.

The hearing continues.
