Fine Gael has vowed to end the "atmosphere of crisis" that surrounds the marine and inland fishing sector if elected to government.

Unveiling the party's "Ocean of Opportunity" policy document today, Fine Gael leader Enda Kenny said he was committed to the introduction of an independent department of the marine as part of a strategy for revitalising a flagging sector.

The fishing industry is under pressure because dwindling stocks has to led to an EU-imposed reduction in quotas.

Fine Gael says it plan would lead to the creation 3,000 jobs direct and indirectly, and it includes a commitment of €520 million for the development coastal communities over five years.

Some €320 million will be allocated to fishery harbours, shipping, decommissioning of vessels and personnel and marine research.

A further €100 million would be spent on aquaculture and seafood; this would include the development of a sustainable shellfish and finfish production industry.

Another €100 million is earmarked for inland fisheries, including restocking of rivers and lakes and improving water quality.

A portion of the budget would also be allocated to coastal protection.

The plan foresees a separate allocation of €25 million in the first year to a fishing industry development plan taking account of off-shore fishing and fresh water angling.
