Russia's economic and political crisis was discussed in depth by EU leaders. Other foreign policy issues discussed included the western Balkans and south-east Europe, the Middle East peace process and relations with Turkey.

The summit conclusions described the Russian crisis as multi-faceted and underlined the EU's readiness to help overcome it through "credible and sustained market-based reforms, while respecting urgent social needs, and a continued commitment to democracy, the rule of law, and respect for human rights". Finland's initiative in organising a conference on the northern dimension of the EU during its presidency next year was welcomed, as were improved relations with Ukraine.

The summit called for the Kosovo peace process to be stepped up. It condemned the crackdown on independent media in Yugoslavia and reiterated the EU's insistence on democratic reform there.

It supported reforms in Montenegro and urged the Croatian government to continue implementing its commitments on refugee return, and to reform of media and election law.

Recalling the fact that the EU is the largest collective donor to the Palestinians, the summit welcomed the recent Wye River accord with Israel but deplored the new conditions which threaten to undermine it.

In its conclusions on enlargement the summit reaffirmed the "great importance" it attaches to the further development of relations between the EU and Turkey.

AFP adds: The EU stepped up pressure on Indonesia to free the jailed East Timorese rebel leader, Xanana Gusmao, and scale down its military presence in the troubled territory.

In a statement agreed on the final day of the summit, EU leaders welcomed "the encouraging results of the negotiations between Portugal and Indonesia under the auspices of the UN Secretary General".
