STRASBOURG - The European Parliament yesterday backed EU plans to ensure artists throughout the 15 nation bloc receive a portion of the price whenever their works are resold.
Some EU countries, notably Britain, do not recognise a "resale right" and so, unlike writers, artists get none of the benefit when their paintings are resold. Under the European Commission's proposal artists throughout the bloc would be entitled to the same level of royalty, set on a sliding scale according to the selling price of their painting, sculpture or artefact.
