The State's largest public service union has written to the Minister for Health and Children, Mr Martin, and to Opposition health spokespersons, stating that administrative staff should not be made scapegoats for shortcomings in the health system. IMPACT, which represents 20,000 staff in the health sector, "believes politicians may see administrative and managerial staff as "soft targets" when the Government unveils its new health strategy today. The union's national secretary for health, Mr Kevin Callinan, says administrative staff make up a small proportion of health workers and perform vital front-line and support roles. It was unfair to suggest they had been recruited "at the expense of nurses or other health professionals".
