New Delhi - The US President, Mr Clinton, reacting to a Supreme Court ruling that the federal Food and Drug Administration (FDA) could not regulate tobacco as a drug, yesterday urged bipartisan congressional action to protect children from tobacco.

"I call upon the leadership of Congress to take up the bipartisan Frist-McCain legislation," Mr Clinton said in a statement, referring to a 1998 bill containing provisions comparable to those included in the FDA regulation.
