Washington - A US appeals court ruled yesterday that President Clinton's Secret Service guards must testify in the Ms Monica Lewinsky sex-and-perjury investigation.

In a major victory for the independent counsel Kenneth Starr, the appeals court rejected the Clinton administration's request to create a "protective function" privilege to shield the guards from having to disclose what they observe on duty. The unanimous three-judge panel ruled that Secret Service officers may be compelled to testify to a federal grand jury.
