A challenge by a Dublin artist and retired schools inspector al O Nuallain to plans for the construction of a 400-ft high millennium monument in the middle of O'Connell Street resumed at the High Court yesterday. Mr Micheal O Nuallain (71), of Belgrave Square, Monkstown, is seeking orders quashing Dublin Corporation's decision last March to go ahead with the construction of the steel monument.

One of 205 valid entrants in the corporation-sponsored competition to design a millennium monument, Mr O Nuallain claims the winning project did not meet the stipulated minimum competition brief. He also claims the decision of a panel of assessors declaring the steel "spike" to be the winner of the competition is "perverse". Dublin Corporation pleads the decision made was taken by the jury appointed to assess the competition.
