Mr Yasser Arafat will submit to US envoy Mr Anthony Zinni a "Palestinian plan" for a ceasefire during their meeting today in the West Bank city of Ramallah, an Arafat aide said.

The "Palestinian plan broaches the implementation of the Tenet plan and Mitchell report, and means of putting an end to the Israeli occupation of Palestinian villages and towns," top Palestinian negotiator Mr Saeb Erakat said.

The proposal also deals with putting a "definitive end to the blockade imposed on the Palestinians, as well as the aggression and the military escalation against them," he said.

The meeting between Mr Arafat and Mr Zinni will take place at the Palestinian leader's Ramallah headquarters, Mr Erakat said.

The US envoy will hold talks tomorrow with a group of Palestinian negotiators led by Mr Erakat, Parliament speaker Mr Ahmed Qorei and Information Minister Mr Yasser Abed Rabbo.

The Tenet understanding, named after US CIA director Mr George Tenet, sets out a mechanism for implementing a ceasefire, after which the Mitchell plan - a blueprint for getting the peace process back on track - would be put into effect.
