These are two endemic problems that will not go away unless they are tackled at a strategic level.

Dr Peter Bacon is correct in blaming the planning system for the poor supply of new house sites but the problem is more complex than local authorities simply not doing their job. They currently do not have the tools to do that job.

Dr Bacon should use his considerable influence to help the local authorities solve these problems.
