Dublin property developer and publican David Cullen has run into difficulties with his plans to develop 249 holiday homes alongside the hotel and golf course he is to build in the Co Wexford seaside resort of Ballymoney. An Bord Pleanala has overruled the decision of Wexford County Council granting permission for the phased development of 249 houses, three commercial units, three overhead apartments and a tennis clubhouse. The board described the development as premature and said it would contravene the development plan for the area. It also ruled because of the absence of a public water supply and sewerage facilities and the nature of the road network, the scheme would be unacceptable.
