Unionist intransigence and increased support for Sinn Féin prompted a decision to negotiate with the British
IT WAS at a meeting of ministers and civil servants in January 1983 that a decision was taken to initiate a new approach to Northern Ireland involving an agreement with the British government that would tackle the alienation of Northern nationalists in a way that could not be blocked by unionists.
