PRESIDENT NICOLAS Sarkozy's armchair was strategically placed in the door of the Élysée Palace, so the air conditioning from the Petit Salonwafted over him. It was the hottest day of summer so far, and the French leader pulled his jacket off while two of his top advisers, jackets on, sweated in the scorching sun beside him.
