DAA chief executive Kevin Toland to chair Department of Justice review

The Government has appointed Dublin Airport Authority chief executive Kevin Toland to chair the review of the Department of Justice in light of the Guerin report findings.

The review will have a crucial bearing on the fate of Department of Justice secretary secretary Brian Purcell. In the wake of the Guerin report, Minister for Justice Frances Fitzgerald withheld support for Mr Purcell pending the review.

The group also includes former attorney general David Byrne and former chief inspector of the Garda inspectorate Kathleen O’Toole.

The other members are Geraldine Tallon, former secretary general of the Department of the Environment; accountant Greg Sparks; and Pat McLoughlin, former chief executive of the the Irish Payment Services Organisation.

Ms Fitzgerald has instructed the group to submit its report and recommendations by July 11th.

The review follows the report by senior counsel Seán Guerin into Garda malpractice claims by Sgt Maurice McCabe, which was critical of the department.

The review group has been told to assess concerns set out by Mr Guerin in respect of the department’s governance and oversight of external organisations.
