With autumn upon us one of the busiest property selling seasons of the year is about to kick off. The listing below indicates there’s plenty of activity on the new homes front, but still not nearly enough to address the dire housing shortage.  Housing Agency estimates indicate 30,000 new units a year are needed until 2020 based on the existing housing supply, current stock availability and demographic trends, and a quick glance below shows there are still not nearly enough schemes coming on stream.

Of the schemes that are coming to the market the numbers of units involved remain conservative. On the upside there are a few far more ambitious schemes earmarked and underway in large tracts of Dublin and other urban centres, they just won’t be coming to market any time soon. Meanwhile prices are rising at about 10.5per cent annually.

The easing of the Central Bank lending requirement for first time buyers and the introduction of the Help to Buy tax rebate introduced in last Otober’s Budget had a clear and immediate impact on new homes demand, and without question they have acted as a stimulus for the industry. The fact that developers pocketed the lion’s share of the fiscal benefit in the form of increased prices is neither here nor there. The market will always respond accordingly to such interventions.

The worry is that now that the demand side has been incentivised – rightly or wrongly ‑ to buy, the supply side is sorely lagging. Any number of lobby groups and vested interests for the construction industry will happily set a half day aside to explain the many reasons why it is neither profitable nor attractive for them to break ground and build new houses. It essentially boils down to building costs and taxes. They say as long as it is cheaper to buy a second hand home within range of the urban centre than it is to build, the problem will persist.

In a bid to tackle all this the latest political soundings indicate that the new Minister for Housing, Eoghan Murphy, may introduce a new semi-State company that will coordinate and marshal house-building at a national level. The idea would be to bypass the bureaucratic red tape of local authorities and create a new housing corporation, an over-arching developer of State-funded homes if you will, along the lines of Irish Water. (And we all know how smoothly the Irish Water project has clipped along.)

There is no question that the market needs all the help and clear thinking it can get, but wasn’t Simon Coveney’s Rebuilding Ireland policy document meant to be a blueprint for all this? Doesn’t the Housing Finance Agency already raise funding for distribution through local authorities and voluntary housing bodies? Do we really need to push the whole thing out to arm’s length and pay even more people at a remove to look after the issue?

Meanwhile, any jitters around the Help to Buy scheme being scrapped in the coming Budget have the potentially counter-intuitive effect of pushing new homes prices up even further as would-be buyers rush into the market to avail of the incentive before it disappears. Not exactly the desired effect and so latest reports indicating a rethink of this volte face are welcome.
